Operation Save Our Penny: Why the One-Cent Sales Tax Is Critical to Montgomery Public Schools

For nearly 20 years, the one-cent county sales tax has provided critical financial support to Montgomery Public Schools. This revenue generates approximately $33 million annually, increasing by roughly $1 million each year, and plays a key role in sustaining instructional programs, staffing, and daily operations.

Funds from the one-cent sales tax support the district’s required Educational Foundation Program (EFP) match, which helps pay for district personnel and core operational expenses.

A proposed reduction of MPS’s allocation to 90 percent would result in an estimated $4.5 million loss in annual revenue, equivalent to approximately 30 district positions. These positions are often high-need roles that cannot be supported through federal funding.

Without this funding, Montgomery Public Schools would be unable to move forward with several critical initiatives, including:

  • Expansion of Magnet and International Baccalaureate (IB) programs

  • The Trenholm Workforce Development Campus

  • Safety and security enhancements

  • Student social and emotional support services

  • Custodial and maintenance operations, which are vital to daily school operations and the safe, effective functioning of our facilities.

Additionally, changes in funding sources would require the district to notify creditors, which could negatively impact MPS’s credit rating and potentially trigger a Reduction in Force (RIF), resulting in fewer teachers and staff.

It is important to note that Montgomery Public Schools already receives below-average local funding compared to peer districts across the state. Any increase in ad valorem taxes would also raise the district’s required EFP match, placing additional strain on local resources.

Montgomery Public Schools is moving in the right direction. Stable funding ensures continued progress. Without it, the district risks reverting to conditions seen prior to 2020.

The County Commission is set to vote on the one-cent sales tax on January 6, 2025.
